What is Inclusive Public Policy?
SNV in Latin America focuses its public policy work in two areas, through which it intends to help create an Inclusive Public Policy framework and thus, the conditions for economic inclusion:

-  Strengthening public sector actors and roles
-  Creating an inclusive climate for business

SNV helps build and strengthen horizontal and vertical linkages between public and private actors, and facilitates the creation of policy instruments (e.g. laws, decrees, programs, projects) that respond to public and private actors’ needs and interests.
How do we approach Inclusive Public Policy?
Through its work in Inclusive Business, SNV is much aware of the conditions that need to be created to achieve inclusion of poor people in economic processes in such a way that they increase their income in a sustainable manner. Many of those conditions involve public actors and policies, and require dialogue and collaboration between public, social and private actors. SNV provides services and mechanisms to effectively bring those actors together and develop the policy instruments that allow for sustained benefits for the parties involved.

Inclusive Public Policy example:
In 2009, SNV supported the Regional Government of San Martin in Peru in the implementation of the national Law for the Promotion of Biofuels Markets. The San Martin Regional Biofuels Programme was created and is now a platform for dialogue and consensus to promote and link public and private investment towards the development of profitable, competitive and sustainable initiatives around renewable energy. Through the development of public-private partnerships, policies and projects, favourable conditions were generated for the development of Inclusive Businesses in Oil Palm and Jatropha value chains. As a result, several companies today invest in inclusive business schemes, as such generating opportunities for employment generation and income increase of small holders. At the same time, public resources were assigned to the implementation of a guarantee fund that allows small producers access to credit under conditions that match their economic and social reality. It is expected that in 2012, 4,500 small producers will have increased their income with 50% while 2,000 jobs will have been created and 800 youngsters have entered the labour market.
What activities are undertaken?
Helping clients to develop inclusive policy frameworks may include, but is not limited to, the following lines of work:

- Analysis of existing policy frameworks on their effectiveness and potential for inclusion
- Development of policy frameworks that promote inclusion
- Design and development of initiatives around specific opportunities for inclusion
- Brokering contacts and develop public-private partnerships (involving BoP, companies, government etc) to identify opportunities and create conditions for inclusive initiatives
