  Marcela Parra Huanca

Marcela Parra, Advisor in Governance for SNV-Bolivia, is a Bolivian economist who has six years of professional experience. She has worked as Senior Officer and Project Director for Development in the Municipality of Escar located in the Department of Oruro. She was consultant and consulting project manager in the company ECOP-POZO, conducting various projects in the locality of Challapata. She has also provided advisory services to the consulting firm PRAGMA and, as liaison officer, to the Prefecture of Oruro in the Institutional Capacity Building Program. She holds a master’s degree in management and public policymaking for development. At the University of Chile, she attended a certification program in public investment project preparation, evaluation and management. At the University of Brasilia, she obtained a diploma in university education.

Isabel M. Pérez, Advisor in Institutional Development for SNV Honduras, has been a consultant in organizational analysis; strategic planning; project development, monitoring and evaluation; social research in medical and sociocultural anthropology; development of tourism with a sustainability approach and social inclusion; training and education. She has worked with consulting firms and social organizations such as WFP, IDB, the Pan American Agricultural School of Zamorano, GTZ, the Association of Technical Experts for Development, and the Women’s Rights Center. She holds a PhD and master’s degree in sociocultural anthropology from the University of Illinois, Urbana, Champaign. She has a degree in anthropology, with specialization in media from North Texas State University, Denton, Texas. She published the book The Spirits of Life and Death: The Honduran Miskitus in Times of War (Editorial Guaymuras), as well as the following consulting research papers: “Opinions and behavior of the administrators of justice and the women resorting to the Law against Domestic Violence” and “Nicaraguan Case Study on good practices and lessons learned from the implementation of WFP’s Commitments to Women (1996-2001).”
