He has been Director of Regulation and Chief of Fiscalization of the regulatory entity of public transportation in Bolivia, a visitor researcher at El Colegio de Mexico, Researcher of the Universidad Complutense de Madrid, consultant in areas of Public Management for the UNDP, PAP-Holanda and the Ministry of Presidency. He has been Economic Adviser of the President of the Deputies' Chamber and has worked for the regional economic, social and cultural integration from the International Institute of Integration, directing a network of 11 Latin-American universities. He is a professor of Public Management, Public Services Delivery, Public Administration, Decentralization and Inter Governmental Relationships. He has various publications edited in Spain and Bolivia. | |

Javier Bejarano Position: Advisor Country: Bolivia Email: jbejarano@snvworld.org Javier Bejarano, SNV Forestry Advisor in Santa Cruz, is a Bolivian forestry engineer who has 20 years of professional experience, 12 of which in rural development using natural resources by indigenous communities and 8 in public administration, commercial forest plantations, and monitoring concessions to the private sector. As SNV Forestry Advisor, he has conducted his work with indigenous forestry associations both for Bolivia and the region. He has drawn up studies on the timber chain, advised a humanistic NGO called APCOB that supports the development of indigenous communities with the use of natural resources, and worked as a technical expert for the state-owned Forestry Development Center. He has a wide range of experience in community forest management in Bolivia and has written five textbooks for training in sustainable forestry management with campesino indigenous communities. He holds a diploma in rural business development. Luis Boyán Position: Advisor Country: Bolivia Email: lboyanarce@snvworld.org José Luis Boyan, Advisor in Governance for SNV-Bolivia providing advice for public management processes to the prefecture of the Department of Potosí, has 22 years professional experience in public management. He is responsible for the planning and monitoring of 19 protected areas of the National Protected Areas Service. He is a consultant specialist in monitoring the participatory rural investment project funded by the World Bank and implemented by the Deputy Office of the Ministry of People’s Participation; he is also the Administrative and Financial Manager of the Participatory Rural Investment Project, PDCR II. He is consultant for the Institutional Planning and Development Unit of the Education Reform Program implemented by the Ministry of Education and Culture. He holds a BS in economics from the Universidad Mayor de San Andrés.
